"We had clarified a number of times to the concerned authorities that due to 'special circumstances' it was not possible for us to follow all the clauses of the national sports policy at once. But we never resisted the sports policy. We had just desired some time," he added. "We had been following the guidelines from the government and we were working in accordance with our constitution. We had told them that the PBSA is a body being run on democratic lines with the fresh elections due to take place in September".
